This report provides monthly and program year data on the Working Holiday Maker (WHM) visa program
administered by the Department of Home Affairs (the department). The report has been provided to assist policymakers
and stakeholder organisations.
This report is published every six months, and further developments will occur over time to increase and improve
information sharing about the WHM visa program. Current and previous versions of the report are available on the
department’s website. These reports, as well as a quarterly Working Holiday Maker visa grants pivot table, are available
at <http://www.homeaffairs.gov.au/about/reports-publications/research-statistics/statistics/visit-australia>.
Data is sourced from several departmental visa processing and recording systems. Data can be dynamic and there can
be delays in transmission of information from the department's global operations. Variations in figures between this
report and previous reports can occur. Due to these issues, data from the current financial year should always be
considered provisional.

A citizenship country of 'Not Specified' can result from eligible dual nationality applicants where the non-eligible

Definition of terms
Citizenship country:
The country of citizenship of the visa applicant or visa holder. Where a visa applicant
or visa holder has more than one citizenship country, either the citizenship of the
travel document or the citizenship nominated by the visa applicant is used.
Granted:
Unless otherwise specified, the number of visas granted includes all visa grants.
Snapshot date:
The snapshot date is a point in time at which a count is undertaken. In this report, the
number of visa holders in Australia at a point in time is used.
Visa applicant:
Used to refer to clients applying for a visa.
Working Holiday Maker:
Refers collectively to both the Working Holiday (subclass 417) visa and the Work and
Holiday (subclass 462) visa.

Background to the Working Holiday Maker visa program
The purpose of the Working Holiday Maker (WHM) visa program is to foster people-to-people links between
Australia and partner countries, with particular emphasis on young adults. It has been in existence since 1975.
Today, the WHM visa program includes two subclasses: the Working Holiday (subclass 417) visa and the Work
and Holiday (subclass 462) visa. Partner countries initially comprised a relatively small number of Commonwealth
countries. The program now has 45 partner countries and regions from across the world.
Australia has an overarching bilateral arrangement, usually in the form of a Memorandum of Understanding, with
each partner country or region. Of the 45 partner countries or regions, 19 are Working Holiday (subclass 417) visa
arrangements, and 26 are Work and Holiday (subclass 462) visa arrangements. The key difference between the
two visas is that Work and Holiday visa arrangements generally have caps on the number of visas granted in each
program year and additional eligibility requirements.
WHM arrangements are largely reciprocal, providing Australians with similar opportunities overseas. In considering
whether to add new WHM partner countries, the Australian Government considers a range of factors, including the
ability of the prospective partner to offer reciprocity to Australians, and the strength of any people-to-people links.
Eligibility requirements
WHM (both Working Holiday and Work and Holiday) visa applicants must:
· be aged 18-30 (inclusive) at time of application. For Canada, France and Ireland the age is 18 to 35
(inclusive). From 1 July 2022, Denmark and Italy’s maximum eligible age will increase to 35.
· hold a passport from an eligible partner country or region. A list of eligible countries and regions is provided
in the ‘Australia’s Working Holiday Maker Visa Arrangements’ section of this report
· not be accompanied by dependent children during their stay in Australia
· meet financial, health and character requirements.
Work and Holiday visa applicants must meet additional requirements, which vary between eligible countries, based
on the agreements set out in the MOU for partner countries.

Working while in Australia
All WHMs may work for the full duration of their 12 month stay in Australia, but generally cannot remain with any
one employer for longer than six months (by operation of mandatory visa condition 8547).
A visa holder may work for the same employer for a combined total of more than six months, provided the work is
undertaken in a different location and work in any one location does not exceed six months. More information on
the circumstances in which WHMs can work longer than six months with the same employer is available on the

Studying while in Australia
All WHMs are entitled to study for a period of up to four months during their 12-month stay in Australia.

Second and third Working Holiday visas
First-time Working Holiday (subclass 417) visa holders who complete three months of ‘specified subclass 417 work
during their stay acquire eligibility to apply for a second Working Holiday visa. Second Working Holiday visa holders
who complete six months of ‘specified subclass 417 work’ during their stay acquire eligibility to apply for a third
Working Holiday visa.
Specified subclass 417 work includes work in the agriculture, mining, construction, and tourism and hospitality
industries, as well as bushfire and flood recovery work, and critical COVID-19 work in the healthcare and medical
sectors.

Second and third Work and Holiday visas

work during their stay acquire eligibility to apply for a second Work and Holiday visa. Second Work and Holiday
visa holders who complete six months of ‘specified subclass 462 work’ during their stay acquire eligibility to apply
for a third Work and Holiday visa.
Specified subclass 462 work includes work in the agriculture, construction and tourism and hospitality industries,
bushfire and flood recovery work and critical COVID-19 work in the healthcare and medical sectors.

Processing times
The Department is currently processing a large volume of Working Holiday Maker (WHM) visa applications
received since the border reopening.
The Department is processing new and older applications at the same time to minimise processing times for as
many applications as possible. Visa applications that contain all required information may be finalised faster than
the published processing times.

Recent developments in the Working Holiday Maker (WHM) visa
program
Any Work and Holiday program developments, including signings and commencement dates for new Work and
Holiday visa arrangements, will be announced on the department’s website at:

From 19 August 2020, WHMs could count critical COVID-19 work in the healthcare and medical sectors
undertaken anywhere in Australia after 31 January 2020 as specified work to apply for a second or third
WHM visa.
WHMs employed in critical sectors who were not eligible for a second or third WHM visa continue to be
able to apply for a COVID-19 Pandemic event visa to continue their critical work in Australia.
From 14 November 2020, former WHMs who transitioned to a COVID-19 Pandemic event visa to continue
undertaking critical COVID-19 work in the healthcare and medical sectors could count this work as
specified work towards eligibility for a second or third WHM visa. These arrangements recognise the
contribution of WHMs doing critical COVID-19 work in the healthcare and medical sectors and ensure they
can still access subsequent WHM visa options.
From 22 June 2021, work undertaken in the tourism and hospitality sectors in northern, remote or very
remote Australia can also be counted as specified work towards eligibility for a second or third WHM visa.
This option will be available for WHM applications lodged from 5 March 2022.
From 1 July 2021 to 31 December 2022, holders and former holders of a COVID-19 affected WHM visa are
be able to make a nil VAC WHM application online. WHMs who are offshore and who were unable to come
to Australia or had to leave early because of COVID-19 are able to apply for a replacement visa with nil
VAC.
In line with arrangements announced by the Government on 22 November 2021, the Department is
prioritising processing of new and existing WHM (subclasses 417 and 462) visa applications.
From 15 December 2021, fully vaccinated eligible visa holders, including Working Holiday Makers
(subclass 417 and 462 visa holders) can come to Australia without needing to apply for a travel exemption.
From 19 January 2021 to 31 December 2022, the 6 month work limitation has been temporarily relaxed.
Until 31 December 2022 Working Holiday Makers no longer need permission from the Department to work
for the same employer for more than 6 months.
WHMs who arrived in Australia between 19 January 2022 and 19 April 2022 can request a refund of the
VAC for their WHM visa until 31 December 2022. Further information on how to request a VAC refund is
available at Students and WHM refunds form.
From 5 March 2022, eligible current and former WHMs in Australia will be able to apply for a WHM visa
with nil Visa Application Charge (VAC). This will provide another opportunity to meet the specified work
requirements for a subsequent WHM visa.
On 31 March 2022, Australia signed a new memorandum of understanding for a reciprocal Work and
Holiday (subclass 462) visa arrangement with both Brazil and Mongolia. The arrangement will commence
on 1 July 2022 with 500 and 100 visa places available for Brazil and Mongolia respectively.
In the context of the Australia-India Economic Cooperation and Trade Agreement signed on 2 April 2022,
Australia has agreed to extend access to the Work and Holiday (subclass 462) visa to up to 1,000 Indian
citizens each year. These arrangements are expected to be implemented within two years on entry into
force.
From 1 July 2022 an additional 1,400 places will be available each year through reciprocal increases to
visa caps for Hungary, Austria and the Slovak Republic.
From 1 July 2022, there will be a one-off 30 per cent cap increase to the number of places available to
working holiday makers from countries with which Australia has a capped Work and Holiday (subclass 462)
visa arrangement. This increase only applies to the 2022-23 visa program year.

Executive Summary
Key Points
This executive summary covers the WHM program from 1 July 2021 to 30 June 22 (the 2021-22 program year).
A general downturn in international travel due to the COVID-19 outbreak and strict border measures in place to
protect the health of the Australian community significantly impacted the WHM program during the 2020-21
program year. There was an increase in lodgements and grants 2021-22 which can be attributed to the recovery
from the COVID-19 pandemic. The longer-term decline in demand for WHM visas observed over several years
prior to the pandemic may have been influenced by changing currency exchange rates and economic and labour
market conditions in partner countries and Australia.
In 2021-22, there was:
- a total of 97,359 Working Holiday Maker (WHM) (subclass 417 and subclass 462) visas granted,
compared to 209,036 in the pre COVID-19, 2018-19 program year. 39,586 visas were granted during
the 2020-21 program year.
- 70,790 first Working Holiday (subclass 417) visas granted compared to 142,805 in 2018-19. 1,749
visas were granted during the 2020-21 program year.
- 2,690 second Working Holiday (subclass 417) visas granted compared to 37,418 in 2018-19
- 11,598 first Work and Holiday (subclass 462) visas granted compared to 23,012 in 2018-19. 397 visas
were granted during the 2020-21 program year.
- 711 second Work and Holiday (subclass 462) visas granted; and
- 6,416 third Working Holiday (subclass 417) and 1,826 third Work and Holiday (subclass 462) visas
were granted in this period. Third WHM visas did not exist in 2018-19.
There was a 12 per cent increase of WHM visa holders in Australia from 36,526 at 30 June 2021 to 40,912 at
30 June 2022. This compares to 135,263 WHM visa holders in Australia at 30 June 2019.
1 Applications lodged for WHM program
In 2021-22, 95,901 visa applications were lodged for
total WHM program, 93 per cent increase compared
to 49,601 in 2020-21.
In 2021-22, Working Holiday (subclass 417), first visa
applications increased by 816 per cent to (67,575)
and second visa applications decreased by 89 per
cent to 2,288 compared to 2020-21.
In 2021-22, Work and Holiday (subclass 462), first
visa applications increased by 369 per cent to 15,140
and second visa applications decreased by
89 per cent to 558.
2 Visas granted
Working Holiday (subclass 417) visa program
Combined a total of 79,896 first, second and third
Working Holiday visas were granted in 2021-22, a
156 per cent increase compared to 31,207 in
2020-21.
First Working Holiday (subclass 417) visa program
A total of 70,790 first Working Holiday visas were
Granted 2021-22, compared to 1,749 in 2020-21.
Top five countries for first Working Holiday visa
grants were:

Second Working Holiday (subclass 417) visa
program
A total of 2,690 second Working Holiday visas were
granted in 2021-22. An 87 per cent decrease
compared to 20,982 in 2020-21.

In 2021-22, 77.8 per cent of those granted a second
Working Holiday visa nominated agriculture as the

A total of 6,416 third Working Holiday visas were
granted in 2021-22.

Holiday visa grants were:

In 2021-22, 70 per cent of those granted a third
Working Holiday visa nominated agriculture as the
industry in which they had undertaken “specified
work” to acquire eligibility. A further 14.5 per cent
nominated construction, and 5.4 per cent mining.
Work and Holiday (subclass 462) visa program
A combined total of 17,463 first, second and third
Work and Holiday visas were granted in 2021-22, a
108 per cent increase compared to 8,379 in 2020-21.
First Work and Holiday (subclass 462) visa program
A total of 11,598 first Work and Holiday visas were
granted in 2021-22, compared to 397 in 2020-21.
The top five countries for first Work and Holiday visa
grants were:

program
A total of 711 second Work and Holiday visas were
granted in 2021-22, compared to 5,585 in 2020-21.

In 2021-22, 49 per cent of those granted a second
Work and Holiday visa nominated agriculture as the
industry in which they had undertaken “specified
work” in order to acquire eligibility. A further 46.9 per
cent nominated hospitality.
Third Work and Holiday (subclass 462) visa program
A total of 1,826 third Work and Holiday visas were
granted in 2021-22.
The top five countries for third Work and Holiday visa
grants were:
- Argentina (337)
- Indonesia (307)
- China (260)
- Chile (257)
- Spain (146)
In 2021-22, 45 per cent of those granted a third Work
and Holiday visa nominated hospitality as the
industry in which they had undertaken “specified
work” in order to acquire eligibility. A further 45.3 per
cent nominated agriculture, and 6.7 per cent
construction.
3 Grant rates
The grant rate for first Working Holiday visas in
2021-22, was 97.3 per cent.
The grant rate for second Working Holiday visas was
90.4 per cent. The grant rate for third Working
Holiday visas was 94.3 per cent.
The grant rate for first Work and Holiday visas was
94.4 per cent. The grant rate for second Work and
Holiday visas was 96.2 per cent. The grant rate for
third Work and Holiday visas was 98.6 per cent.
The generally high grant rates for WHM visas are
indicative of the low risk nature of this caseload. The
large proportion of online applications for this
caseload also contributes to the high grant rate. A
number of automated eligibility checks occur during
online applications, alerting clients early in the
process if they do not meet visa requirements.
4 Working Holiday Makers in Australia
Working Holiday (subclass 417) visa holders
As at 30 June 2022, there were 32,719 first, second
and third Working Holiday visa holders in Australia.
This is a 14 per cent increase compared to 28,759 on
30 June 2021.
Work and Holiday (subclass 462) visa holders
As at 30 June 2022, there were 8,193 first, second
and third Work and Holiday visa holders in Australia.
This is a 5 per cent increase compared to 7,767 on
30 June 2021.
